You can see that the solution is "April Fool" – so this matches being a "hoax victim". 

You  can also get to that phrase by scrambling the letters in "I fall, poor" – the key to realising it is an anagram is "sadly" ie the letters in those 3 words are sad or jumbled up.  As usual the punctuation is there to try and lead you off the scent.  They are tricky these crossword setters.
